Resumen: The measurement of work environment is of great importance for both organizations and workers, because today, human capital is considered to be a competitive tool within them. Therefore, it is necessary to give it the importance it deserves as well as pay the appropriate attention. This is the reason why this research work aims to analyze the work environment within the Ministry of Urban Development and Housing-Matrix Quito, through the use of cultural variables that may affect it. In this research, the variable "force of work environment" was introduced as a new factor, which showed that this institution has a strong work environment, due to the low variability of perceptions of workers. The sample for the research project is comprised of 161 people. A survey around the issue of work environment was applied to workers from the Ministry ban Development and Housing-Matrix Quito, same which allowed us to determine the perception of workers regarding this issue, taking into account the individual, group and organizational climate. This survey is a part of an investigation conducted at the National Polytechnic School. The results showed that the factors that affect the work environment are associated with characteristics of organizational culture, which is why the hypothesis that these variables are associated is accepted.
