Abstract

Return migration is a recent phenomenon in Ecuador, manifests itself in the early years of the new century. The return opens up several lines of research that need the attention of society, academia and state. This Master's thesis intends to analyze the main mechanisms of public funding support, which were offered by Ecuador for returning migrants. Walk the visions, aspirations and emergence of Ecuadorian immigration policy; the legal, constitutional and institutional framework created to materialize the new vision of the state of human mobility. In the research process is achieved returned build a profile of economic migrant; its characteristics, the conditions of their return potential and limitations presented for entrepreneurship. Analyzes and evaluates the main programs of financial support to the migrant sector; the results of the programs with the expectations of returnees Ecuadorians have been proven. Throughout the research process it concludes that such programs are opening and they have two problems to solve: Continuity and coverage. The final part is intended as a contribution, based on knowledge of the conditions of the returnee group; identifying the strengths and weaknesses of the programs; It proposes the guidelines of a new financial support mechanism relevant.
