Diseño de un sistema automático de monitoreo de exceso de velocidad para la Policía Nacional en la ciudad de Quito, utilizando tecnología inalámbrica e implementación de un prototipo de prueba

Abstract

This project has as main objective, to give an alternative of automation to the speeding monitoring system of the National Police in Quito city, emphasizing in the automatic notification of the infringement committed, through SMS and e-mail to the vehicle owner, to this it was developed a testing prototype that allows to obtain the vehicle’s circulation speed, through of a vehicular speed sensor and to obtain simultaneously the license plates of the offender vehicle with help of a digital camera, when that vehicle has exceeded the speed limit allowed. This information will be transmitted through the cellular network using a GPRS modem to a remote FTP server. The obtained image will be processed by an application designed in MATLAB that will allow finding the license plates characters, in order to obtain the vehicle owner information that is stored in a database, to notify immediately about the infringement committed through e-mail and SMS. Additionally, it was implemented a database that will store the owner information and the committed infringements, that may be visualized through a website.
