Evaluación ex – post del proyecto de rehabilitación de la Refinería Esmeraldas.

Abstract

This research work has the purpose of carrying out the Ex - Post evaluation of the Refining Project of the Esmeraldas Refinery, executed between 2008 and 2015. The evaluation of the development of the project in the compliance aspects of scope, cost and term, as well as the results of the operational performance of the refinery is based on the analysis of the five basic criteria: relevance, efficiency, effectiveness, impact and sustainability. The results of the evaluation are based on the determination of qualitative and quantitative indicators that reflect the degree of the benefits achieved by the project, which are evaluated based on the operational performance of the Esmeraldas Refinery in the years 2016-2017, two years later after the project works have been completed. This research study is very interesting for the general knowledge of the configuration of the refining processes and the description of the operations of the Esmeraldas Refinery, as well as the determination of the operational performance of the refinery before and after the execution of the rehabilitation works, in terms of crude refining volumes, fuel production, mechanical integrity, reliability and efficiency. Given the difficult and complex situation of the Esmeraldas Refinery, this work proposes a management system that would allow an integral improvement of the refinery's management, using the Balanced Scorecard, which establishes specific and achievable strategic objectives, for the Financial, Customer, Internal Processes and Learning and Growth perspectives that make up this business management tool.
