Abstract.- An Energy Management System (EMS) is to prioritize resources and continuously improve the processes of organizations; This EMS design is applied to the building of the Civil and Environmental Engineering at National Polytechnic School (NPS). Throughout the development of this research paper formats for collection and systematization of information obtained in the field survey was established and these tools matrix Initial Energy Review (REI), matrixes estimation of actual energy consumption and considering proposed only item described as "meaningful use". We also analyzed information concerning the consumption of eleven units ranking at the building of the FICA. When analyzing and comparing this information is obtained as a result of past consumption data, consumption data current (estimated) and improved by applying data changes and improvements in equipment considered significant. Finally having as a result of the project the "Manual Procedures for the implementation of System Energy Management in the building of Civil and Environmental Engineering at the EPN" and the analysis of the proposals considered by the research team has focused specific to the improvement of the items identified as meaningful use and related energy awareness campaigns of the facilities studied Building.
