Abstract: Resumen .- El presente trabajo de investigación tiene como objetivo aplicar el Sistema de Monitoreo PERLAS a instituciones del Sector Financiero Popular y Solidario con el caso práctico a la Cooperativa de Ahorro y Crédito Don Bosco, durante los periodos 2010, 2011 y 2012. Para este estudio, se ha considerado indispensable contar con una breve descripción de los que son las Microfinanzas y los enfoques desde los cuales se ha teorizado esta rama de las finanzas, para posteriormente describir la economía popular y solidaria. Se profundizará en el sistema financiero de monitoreo PERLAS, el cual será la base de todo el proyecto, adicionalmente una síntesis de las aéreas de riesgo y sus indicadores claves de detección. El trabajo establece también un análisis comparativo entre el sistema de monitoreo PERLAS y el modelo financiero CAMEL mediante la interpretación simultánea de los indicadores obtenidos de la Cooperativa de Ahorro y Crédito Don Bosco para ambos Casos. Finalmente, el proyecto analiza de manera paralela a cuatro instituciones de diferentes segmentos del sector Financiero Popular y Solidario mediante la aplicación individual del modelo PERLAS y un análisis comparativo de los índices entre las instituciones. El proyecto ha considerado para este estudio un hecho real en el cual el Sector Financiero Popular y Solidario no cuenta con parámetros claros para la administración, supervisión y control de las instituciones financieras. La Superintendencia de Economía Popular y Solidaria no ha establecido parámetros de prudencia financiera conforme lo estipula la Ley de Economía Popular y Solidaria. Abstract .- This research aims to apply the PEARLS Monitoring System to institutions and United Financial Sector Popular with practical case to the Cooperative Savings and Credit Don Bosco, during the periods 2010, 2011 and 2012. For this study has been considered essential to have a brief description of which are Microfinance and approaches from which it has been theorized this branch of finance, to further describe the popular and solidarity economy. It will deepen the financial PEARLS monitoring system, which will be the basis of the entire project, further summarizes the areas of risk and key indicators of detection. The work also provides a comparative analysis of the monitoring system PEARLS and CAMEL financial model by simultaneous interpretation of the indicators obtained from the Cooperative Savings and Credit Don Bosco forboth. Finally the project analyzed in parallel with four institutions of different segments of Popular and Solidarity Financial sector by individual application PEARLS model and a comparative analysis of the indices between institutions. The project was considered for this study a fact in which the Popular and Solidarity Financial Sector lacks clear guidelines for the management, supervision and control of financial institutions. The Superintendency of Popular and Solidarity Economy has not established standards of financial prudence as stipulated in the Law of Popular and Solidarity Economy.
