Zusammenfassung: Oyacachi is an ancestral commune that lives in Cayambe Coca National Park for more than 500 years. Its inhabitants are peaceful and friendly people who work in land, fish farming and livestock; in addition, to complement with ecotourism activities and sale of crafts that solve their economy. Its activities are carried out in a community and equitable way seeking the benefit for all its inhabitants. Among the multiple natural wealth that the community possesses, the water resource stands out, since within its territories are fountains, waterfalls and rivers; which has given them the badge as "the land of water." Despite having water sources, the population does not have a conventional system of treatment or use of these; in contrast, within its territories are located the Salve Faccha dam and the Mogotes Dam that make up the Papallacta Integrated System, belonging to the Metropolitan Public Company of Potable Water and Sanitation (EPMAPS), which supplies water to the Metropolitan District of Quito. The EPMAPS maintains relations with the community for the use and use of the source, therefore land concessions and the signing of a transactional agreement have been made. The compensations that the company delivers to the community are not only monetary, they are related to the construction of works such as improvement of sewerage and drinking water networks; In addition to providing community service to the population. That is why this prefeasibility study is proposed, which has been requested by the commune in order to benefit from it, creating a new source of income and work for its inhabitants. In order to deliver this study to the community, the technical, environmental and social components have been developed that will allow at the end of this to determine the viability of the project and in turn will be the basis for future analyzes.
Beschreibung: Oyacachi es una comuna ancestral que habita en el Parque Nacional Cayambe Coca más de 500 años. Sus habitantes son gente pacífica y amable que se dedica al trabajo de la tierra, la piscicultura y la ganadería; además, de complementar con actividades ecoturísticas y venta de artesanías que solventan su economía. Sus actividades se desarrollan de manera comunitaria y equitativa buscando el beneficio para todos sus habitantes. Entre las múltiples riquezas naturales que posee la comunidad, se destaca el recurso agua, ya que dentro de sus territorios se hallan fuentes, cascadas y ríos; lo cual, les ha otorgado el distintivo como “la tierra del agua”. A pesar de poseer fuentes de agua, la población no tiene un sistema convencional de tratamiento ni aprovechamiento de estas; en contraste, dentro de sus territorios se encuentran ubicadas la presa Salve Faccha y el Dique Mogotes que conforman el Sistema Integrado Papallacta, perteneciente a la Empresa Pública Metropolitana de Agua Potable y Saneamiento (EPMAPS), el cual abastece de agua al Distrito Metropolitano de Quito. La EPMAPS mantiene relaciones con la comunidad por el uso y aprovechamiento de la fuente, por ello se han realizado concesiones de tierras y la firma de un convenio transaccional. Las compensaciones que entrega la empresa a la comunidad no solo son monetarias, están relacionadas con la construcción de obras como mejoramiento de redes de alcantarillado y agua potable; además de prestar servicio comunitario a la población. Es por aquello, que se propone el presente estudio de prefactibilidad, mismo que ha sido solicitado por parte de la comuna con el fin de beneficiar a la misma, creando una nueva fuente de ingresos y trabajo para sus habitantes. Para entregar el presente estudio a la comunidad se han desarrollado los componentes técnicos, ambientales y sociales que permitirán al final de este determinar la viabilidad del proyecto y a su vez será la base para futuros análisis.
