Diagnóstico de las capacidades de innovación en la ciudad de Quito

Abstract

The research is an attempt to present the current reality of the innovation capabilities of the city of Quito, which after a theoretical argument are specified in six: government policies, Human capital, financing, the state of infrastructure, demand and culture. Government policies as innovation capacity are analyzed through the national regulatory framework related to innovation; while, to analyze the rest of the capacities, international indicators such as the World Economic Forum (WEF) and the Global Innovation Index (GII), to mention the most important, are taken as a reference, thus generating a set of 26 indicators which they are related to a specific capacity for innovation. In the research process, there is a limitation of not being able to find secondary data focused directly on the city of Quito, so it was decided to make an approximation through data at the national level. The main reference for the analysis of innovation capacities is the work of Murray and Budden (2017), “A systematic approach from MIT to evaluate innovation-driven entrepreneurship in ecosystems”, also supported by documents from MIT REAP. The research highlights the fact that initiatives that promote technological advancement and competition in the market through innovation are constantly being proposed in the country; However, there are other factors that are not so encouraging, such as an internet and communications infrastructure that does not meet technological needs, the lack of new practices in production processes, elements that make progress towards innovation be late. a state of slow progress towards innovation, where there is an urgent need for everyone to understand the benefit obtained, through the strengthening of innovation capacities.
