Resumen : The international and Ecuadorian economy depends directly and indirectly on crude oil price, which are on a downward cycle, due to geopolitical reasons, oversupply, lower global industrial growth, etc. On the other side The government of Ecuador doesn`t expect to reduce public investment, since it considers part of strategic, the generation of infrastructure, welfare and the development of productive capacities, this actions will substitute imports in the future, according to the plan of the change of the productive matrix. This effect is decreasing the investments of the crude oil sector, affecting the market of "Products and services of surface facilities", creating a crisis that puts at risk this subsector. In order to propose guidelines and strategic actions to generate a dynamism in the subsector. This document presents a diagnosis of the world environment, on the Ecuador and the companies that work in oil sector. This study determines the companies that attend to the subsector, their classification according their activity (provision of goods and / or services), researching the information from the sector through interviews and surveys of company managers, whit the object to determines the characteristics of the sector The used tools are process diagram and a systemic analysis, this are elaborate considering the activities of the companies. This analysis determines key factors, evaluating the influence of macro-environment. A PEST analysis and a SWOT matrix were elaborated as a tool to determine actions and to proposes strategies. In order to have a graphical representation the conceptual model of the system is developed and was related according to the Rummler-Brache methodology. The model and the key factors were relate to the matrix of Vester to determine its DEPENDENCE - INFLUENCE, and selected factors. That will propose actions and strategies for the sector, finding that labor flexibility is a key factor, in the short term financing is required. Partnership is recommended through alliance in productive chains and implement the knowledge-based strategy of such a way to implement innovative products and substitutes, which in the long term with the appropriate strategic planning, the implementation of administrative tools should seek new potentials in the regional market And in sectors such as Energy, Mining and food processing among others.
Descripción : La economía internacional y local, depende directa o indirectamente del petróleo, estando en un ciclo a la baja, por geopolítica, sobreoferta, menores crecimientos industriales. El gobierno ecuatoriano prevé mantener la inversión pública y priorizar en otros sectores, considerando parte estratégica la generación de infraestructura, bienestar, el desarrollo de capacidades productivas para substituir importaciones, acorde al plan del cambio de matriz productiva. El priorizar la inversión en el sector petrolero, afecta las “Empresas de productos y servicios de facilidades superficie” generando una crisis que pone en riesgo a este subsector. Requiriendo mercados alternos, con ese fin se propone directrices y acciones estratégicas, se realiza un diagnóstico global, en el Ecuador y del subsector. Determinando y clasificando (provisión de bienes - servicios) las empresas que atienden al subsector, recopilando información (entrevistas y encuestas) a los directivos en búsqueda de entender y determinar las características del sector. Se elabora un diagrama de procesos, se realiza un análisis sistémico, buscando factores claves, evaluando la influencia del macroentorno (análisis PEST). Se elabora una matriz FODA para determinar acciones y proponer estrategias y una representación gráfica del modelo conceptual mediante metodología Rummler-Brache. La matriz de Vester relaciona DEPENDENCIA – INFLUENCIA. Encontrando: La flexibilidad laboral es factor clave. A corto plazo requiere financiamiento. Se recomienda la asociatividad mediante alianza en cadenas productivas y aplicar la estrategia basada en conocimiento buscando productos innovadores y substitutos. A largo plazo con planificación estratégica, implementación de herramientas administrativas buscar nuevos potenciales en el mercado regional. Entre mercados como Energía, Minería y procesamiento de alimentos.
