Propuesta de vinculación entre la Escuela Politécnica Nacional (EPN) y las PYME’S del sector de información y comunicación ubicadas en el Distrito Metropolitano de Quito, provincia de Pichincha

Abstract

Resumen .- El presente trabajo investigativo en su parte sustantiva busca profundizar y proponer mecanismos de vinculación entre la Escuela Politécnica Nacional (EPN) y las Pequeñas y Medianas Empresa (PYME’S) del sector de información y comunicación del Distrito Metropolitano de Quito. La concentración en estas empresas es por su potencial y diversas características, además que pertenecen a uno de los sectores priorizados en la matriz productiva. Para que exista la vinculación de la EPN con los sectores económicos y productivos y especialmente con el analizado, en primera instancia fue necesario observar la legislación ecuatoriana e interna de la EPN, mismas que expresan la obligación de mantener vinculación con la colectividad, luego se analizó ciertos modelos y mecanismos de vinculación y se establecieron los elementos que intervienen en la misma, se identificaron algunas necesidades y expectativas que presentan las PYME’S del sector. También se hizo necesario revisar la estructura organizacional de la EPN, ya que es importante también contar con cierta infraestructura que permita unir esfuerzos de las Facultades relacionadas al sector, y de alguna manera aprovechar los resultados de este trabajo. Abstract .- The following work of investigation in its substantive part seeks to deepen and propose mechanisms of entailment between the National Polytechnic School (EPN) and the Small and Medium Enterprises (SMEs) that belong to the information and communication sector of the Metropolitan District of Quito. The reason of the concentration in this enterprises is due to their potential and diverse characteristics, besides that they belong to one of the priority sectors in the productive matrix. In order to exist the entailment of the EPN with the economic and productive sectors, especially with the analyzed one, in a first instance, it was necessary to observe the Ecuadorian legislation and the internal legislation of the EPN that express the obligation to maintain the entailment with the collectivity. Then, certain models and mechanisms of entailment were analyzed to establish the elements that take part of it, some necessities and expectations that have the SMEs belonging to the sector were identified too. It was also necessary to review the organizational structure of the EPN, since it is very important to count with certain infrastructure that allows joining efforts of the related Faculties to the sector, and somehow to take advantage of the results of this investigation.
