Abstract

The investigation that developed is based on the civil participation inside the budgetary process that develops in the parishes of the Canton Saquisilí, there is realized a diagnosis of the participative budget and is established if the same one is a revitalizing element of the social and economic development of the canton, at par Gini's index develops and there happens the impact that has the budget expenditure in the development measured across this index, graphical this impact by means of Lorenz's curve and observes the displacement of same caused by the budget expenditure, Reynolds Smolensky's index is calculated in order to determine the elasticity of the expense; finally one proposes a formula to distribute resources in the parishes of the canton.
